When is the best time to prune a plum tree?

It is best to prune most trees in the fall after the leaves have dropped and they have gone dormant.

When is the best time to prune a plum tree?
There are various schools of thought on pruning.

I happen to live in Central FL, so the issue isn't as critical.

Pruning in advance of a frost, allows a healing of the cut, and the sap will drop, before the coldest days anyway.

Pruning just after the last frost of Spring/winter is also considered safe and appropriate, as it will allow that as the sap rises again, and new growth happens anyway, the pruning will not cause severe damage.

Certainly you need to consider WHERE you're going to prune, and be respectful of the "plant"

BTW,,, I never "PRUNE" any trees, fruit bearing or otherwise. I let Nature take care of the details,,,and only remove dead growth of sucker growth.
